This week, Senator Rick Scott wrote an op-ed for the Miami Herald and el Nuevo Herald on why the United States must stand up for freedom, democracy and human rights throughout Latin America to protect America’s families, national security and economic stability.

In the op-edSenator Rick Scott wrote, “During the State of Union address, President Trump recognized the president of Venezuela, Juan Guaidó, and later received him at the White House as a head of state. It was a significant moment in today’s hyper-partisan Washington to see near universal, bipartisan support for Guaidó.

It also underscored the commitment to a future Latin America not plagued by despots like Nicolas Maduro, Raul Castro or Daniel Ortega. For those of us who advocate the importance of Latin America to U.S. national-security interests, it renews our hope that the region may finally be prioritized in our foreign-policy agenda.…

The crises we face across Latin America may seem like isolated, parochial conflicts in a faraway place, but the reality is that these crises reach our shores eventually. They always do. Each time there is political, social or economic instability, a natural disaster or rising dictatorship in the region, the movement of immigrants from any given crisis puts a strain on our immigration system and resources. There also are the devastating impacts on affected families.

It’s a geopolitical reality that requires, from a simple cost-benefit analysis, a greater commitment to the stability of the region.…

We must be clear-eyed about the threats and understand their origin as well as their effect on the flow of migrants to our border, of drugs into our country and the rising influence of anti-American actors in the hemisphere. The degree to which our foreign policy truly reflects a commitment to freedom, democracy and human rights in the region will have a direct impact on our stability at home.”

Sen. Rick Scott Applauds Treasury Department for Sanctioning Russian Oil Firm for Supporting Maduro Regime

Senator Rick Scott issued the following statement applauding the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) for designating Rosneft Trading S.A., the Swiss-incorporated, Russian-controlled oil brokerage firm pursuant to Executive Order (E.O.) 13850, as amended, for operating in the oil sector of the Venezuelan economy. OFAC also designated the chairman of the board of directors and president of Rosneft Trading S.A., Didier Casimiro, for purporting to act for or on behalf of, directly or indirectly, Rosneft Trading S.A.

Senator Rick Scott said, “Nicolas Maduro is not the legitimate leader of Venezuela. He is a thug and a dictator who is perpetrating a genocide on his people and profiting off their suffering. I’m glad the Treasury Department is taking action against foreign entities that prop up the corrupt Maduro regime. The quickest way to end his brutal regime is to cut of the supply of money and this is an important step in that direction. We must remain vigilant. The United States and all freedom-loving nations around the world need to do everything in our power to isolate Maduro in Venezuela.” Read more HERE.

Legislative Update – February 22, 2020

Legislative Update – February 15, 2020

Senate Passes 2020-2021 Balanced Budget, Focusing Investments on Teachers, Environment and State Employees

The Florida Senate passed Senate Bill 2500: Appropriations, a proposed state budget for the 2020-2021 fiscal year.

The proposed Senate budget, presented by Appropriations Committee Chair Rob Bradley, invests in Florida’s teachers, state employees, and environment, while maintaining $3.5 billion in total reserves.

The budget includes $500 million for a new teacher salary increase allocation and $325 million in increased flexible funding through the Base Student Allocation.  This provides funding for schools districts to increase the starting salary for classroom teachers while also investing in veteran teachers and other members of school district personnel who serve our children.

$643.6 million of the budget is appropriated to address Everglades restoration and protection of our water resources, and an additional $125 million will go toward Florida Forever for water and land conservation efforts.

The Senate budget also invests in hardworking state employees with $403 million to fund across-the-board salary increases for state employees, as well as health insurance and retirement benefits.

Other key investments include:

·         Full funding for affordable housing opportunities with $387 million from the Sadowski Affordable Housing Trust Funds;

·         $110 million in new funding for the Department of Corrections;

·         Increased funding for home and community-based services for Floridians with unique abilities; and

·         A rate enhancement for the dedicated providers who serve Floridians living in nursing homes.

The Florida Senate’s budget continues to prioritize critical areas such as hurricane recovery, tax relief for Floridians, health and human services, transportation and elections security.

The House also passed its budget this past week, and the next step in the process is for the Senate and the House to convene in Conference to iron out the differences.

“We have a lot of challenges with explosive growth, a lot of challenges that come when you have to meet the needs of 21.8 million Floridians, and I think that this budget meets that challenge.” – Senate Appropriations Chairman Rob Bradley

Senate Committee Approves Tax Relief Legislation

The Senate Committee on Finance and Tax, chaired by Senator George Gainer, unanimously approved two bills establishing sales tax holidays that will save Florida families millions in tax dollars.

Senate Bill 542, by Senator Keith Perry, creates a 10-day back-to-school sales tax holiday beginning July 31, 2020.

The legislation would eliminate taxes during the designated holiday on the following items:

·         Clothing;

·         Footwear;

·         Backpacks costing $60 or less;

·         School supplies costing $15 or less; and

·         Personal computers or personal computer-related accessories costing $1,000 or less per item.

This measure will help to ensure students have the tools and supplies necessary to be successful in the classroom.

Senate Bill 524, by Senator Joe Gruters, establishes an 18-day sales tax holiday beginning May 29, 2020, for disaster supplies.

Some examples of tax-free items include:

·         Flashlights and lanterns costing $20 or less;

·         Radios and tarps costing $50 or less;

·         Coolers and batteries costing $30 or less;

·         Generators costing $750 or less; and

·         Impact-resistant windows and doors.

This legislation allows Florida families to purchase critical disaster preparedness supplies tax-free so they are better prepared for the upcoming 2020 hurricane season.

Guardianship Reform Bill Heads to Senate Floor

My guardianship bill, Senate Bill 994, passed out of the Senate Rules Committee on Wednesday.  The bill will now to the Senate Floor for a vote.

In the Rules Committee, I offered an amendment to the legislation to clarify the procedure for an expedited judicial intervention if the Do-Not-Resuscitate court approval is requested due to exigent circumstances.  If this occurs, Rule 5.900 of the Florida Probate Rules would then apply, and the court must hold a hearing within 72 hours.

What happened recently in Orlando is unforgivable.  The accused was charged of taking advantage of a number of vulnerable seniors under her care when they most needed protection.  Because of cases like these, Rep. Burton and I introduced the measure this session to protect the rights and lives of seniors under the care of professional guardians.  Our vulnerable seniors need to know they can find care and justice here in Florida.

Senate Approves Measure to “Keep Our Graduates Working”

As student loan debt continues to climb, House Bill 115: Keep Our Graduates Working Act prevents any state authority, including the Department of Health, from denying the issuance of or refusing to renew an individual’s professional license, certificate, registration or permit solely on the basis of defaulting on a student loan payment.

The bill does not forgive any student debt or remove the ability to suspend or revoke a health care professional license based on violations specified in law.  Senator Travis Hutson has championed this legislation that will help graduates remain in Florida’s workforce.

The Keep Our Graduates Working Act passed the full Senate and will now be sent to the Governor’s desk.

Measures Benefitting Disabled Veterans Advance

The Senate Committee on Rules, chaired by Senator Lizbeth Benacquisto, approved Senate Bill 936: Disability Retirement Benefits, by Senator George Gainer.

This legislation improves access to benefits for disabled veterans by easing proof of disability requirements for a veteran in the Florida Retirement System who is receiving care at a federal Veterans Health Administration (VHA) facility.  Currently, a veteran is required to receive certification of proof of total and permanent disability from physicians licensed in Florida or the state in which the veteran works.

SB 936 would allow a veteran to obtain proof of disability from a VHA physician regardless of the state that physician is licensed in.

In the Senate Committee on Community Affairs, chaired by Senator Anitere Flores, senators voted to approve Senate Bill 1662: Property Tax Exemption for Disabled Veterans, by Senator Ben Albritton.  This legislation expands the property tax exemption for a permanently disabled veteran, or his or her surviving spouse, to allow for a prorated refund of ad valorem taxes paid for newly acquired property.  Although current law provides a full property tax exemption for homestead property owned by disabled veterans, tax-exempt veterans may sustain some tax liabilities when moving homestead property.

SB 1662 resolves this issue by allowing a veteran or surviving spouse to keep their exempt status upon acquiring new homestead property through a rebate process.

These measures continue Florida’s efforts to remain the most-veteran friendly state in the nation.

Bill to Require E-Verify Passes Senate Judiciary Committee

Both federal and Florida law prohibit a business from employing a person who is not authorized to work in the United States.

SB 664 would require a private or public employer, as well as a contractor or subcontractor of a public employer, to use an E-Verify system to confirm that a newly hired employee is authorized to work in the United States.  At least 19 other states require the use of E-Verify by public employers, contractors or subcontractors of public employers or private employers.

Bill to Promote Holocaust Education Passes Senate Committee on Education

Senate Bill 1628 by Senator Book would expand the required instruction associated with the history of the Holocaust.  The legislation would authorize the Department of Education (DOE) to work with the Florida Holocaust Museum and other Holocaust educational organizations to develop standards for curriculum, training and resources for the instruction on the history of the Holocaust.

The bill passed the Senate Education Committee on Monday and will be heard next in the Senate Appropriations Subcommittee on Education.

Bill to Give Municipalities the Right to Ban Smoking in Parks Heads to Senate Floor

Senate Bill 630 by Senator Debbie Mayfield, which would allow counties and cities to restrict smoking in a park that they own, passed the Senate Rules Committee on Wednesday.

Currently, smoking is preempted to the State under the ‘Florida Clean Indoor Air Act.’  This bill would give counties and cities the ability to ban the practice for the purpose of protecting the environment.

Committee Approves Legislation to Save Florida ABLE, Inc. Program from Repeal

The Senate Committee on Rules unanimously voted to approve Senate Bill 828: Florida ABLE Program, by Senator Lizbeth Benacquisto.

The bill saves Florida ABLE, Inc., the direct-support organization that administers the Florida ABLE Program, from repeal.

The Florida ABLE Program was created in 2015 to encourage and assist individuals and families with tax-free savings and an investment to support individuals with unique abilities in maintaining health, independence and quality of life.  The program serves over 4,000 Florida families and helps families with children with unique abilities to better prepare for the future.

Update on Vacation Rental Legislation

On Tuesday, Senate Bill 1128 by Senator Diaz passed in the Senate Commerce and Tourism Committee.  The bill was amended after input from communities from across the state.

Specifically, some of the changes made in the Commerce and Tourism Committee include:

·         Requiring the advertising platform to verify  the validity and application of the vacation rental license number provided by the owner or operator before publishing the advertisement and at the end of each calendar quarter;

·         Requiring the Department of Business and Professional Regulation (DBPR) to maintain license information in an accessible electronic format to facilitate prompt compliance with the advertising requirements; and

·         Requiring advertising platforms to collect and remit sale and tourist development taxes if the guest pays for the rental on or through the advertising platform. This also permits advertising platforms to exclude service fees when calculating the taxes to be collected and remitted, and authorizes the DOR to adopt rules.

The amendment provides that the application of the act “shall not” supersede any current or former governing document of a community association.

The bill, most importantly, authorizes local governments to continue to pass zoning ordinances and regulate activities that arise when a property is used as a vacation rental so long as the regulation applies uniformly to all residential properties without regard to whether the property is used as a vacation rental or as a long-term rental.

Senate Bill 1128 still has to pass the Rules Committee before it can be heard on the Senate Floor.

Vulnerable Investors Bill Moves Forward

Senate Bill 1672, by Banking and Insurance Chair, Doug Broxson, would add additional protections for investors who are vulnerable adults who may be victims of suspected financial exploitation.

A vulnerable adult is a person 18 years of age or older whose ability to perform the normal activities of daily living or to provide for his or her own care or protection is impaired. This could be due to a mental, emotional, sensory, long-term physical, or developmental disability or dysfunction.  This also includes an individual living with brain damage or the infirmities of aging.

In Florida, an estimated 20 percent (or 4,129,854) of the population is age 65 or older.  Studies show that financial exploitation is the most common form of elder abuse and yet few incidents are reported.  It is estimated that annual losses to older adults have ranged from $2.9 billion to $36.5 billion in the United States.

The bill would require securities dealers, investment advisers and associated persons to report knowledge or suspicion of abuse, neglect or exploitation of vulnerable adults to the Department of Children and Families’ central abuse hotline immediately.  The bill also allows securities dealers and investment advisers to delay disbursements or transaction of funds or securities from an account of a specified adult or a vulnerable adult if suspicious activity arises.

The bill unanimously passed the Judiciary Committee and will be heard next in the Senate Committee on Rules.

Senator Rick Scott’s Week in Review February 14, 2020

This week, Senator Rick Scott and Senator Marco Rubio introduced a resolution honoring the 17 victims of the senseless attack at Marjory Stoneman Douglas High School on February 14, 2018. The resolution passed the United States Senate by unanimous consent.

Senator Rick Scott said, “Today marks two years since the tragic shooting at Marjory Stoneman Douglas High School. Not a day goes by that I don’t think about the 17 lives we lost far too soon, and I’m proud to introduce this resolution honoring them with Senator Rubio. Over the past two years, I’ve worked closely with the families of the victims to make our schools safer and prevent future tragedies. We passed the Marjory Stoneman Douglas High School Public Safety Act while I was Governor and now I’m fighting for improvements on the federal level, including the Luke and Alex School Safety Act. While our hearts are still heavy with loss we cannot undo, we must do everything in our power to honor the memory of the victims and ensure no family has to go through this pain again.”

Also this week, Senator Rick Scott introduced:

  • A resolution applauding the University of West Florida Argonauts football team for its National Collegiate Athletic Association Division II national championship victory;
  • Legislation to close a loophole that has allowed U.S. technology companies to sell products to Huawei, which the U.S. Government has determined to be a national security threat;
  • The Taiwan SOS Act, which would allow diplomats and service members in the Taiwanese military to display their flag and wear their uniforms while in the U.S. on official businesses; and
  • The Medical License Verification Act to prevent fraud in the healthcare system.

Sen. Rick Scott Applauds President Trump’s Commitment to Protecting Everglades

Senator Rick Scott applauded President Trump for including $250 million for Everglades Restoration in his Fiscal Year 2021 budget requests to Congress. This follows the letter Senator Scott and Senator Rubio sent to President Trump requesting the $250 million.

Senator Rick Scott said, “I applaud President Trump for working with the Florida delegation to commit to fight for $250 million in federal funding for Everglades restoration projects this year. This funding builds on the $200 million in construction funding for the South Florida Ecosystem Restoration we fought for and secured last year, as well as the $2 billion in state funding invested in restoring the Everglades throughout my time as Governor. Everglades restoration is critically important to the State of Florida and enjoys broad bipartisan support in Congress. I applaud the Administration’s commitment to protecting Florida’s natural treasures for generations to come.” Read more HERE.

Sen. Rick Scott Calls on World Health Organization to do Independent Analysis of Coronavirus

Senator Rick Scott sent a letter to the Director-General of the World Health Organization (WHO) urging the WHO to do its own in-depth analysis on the extent of the Coronavirus. Since Communist China cannot be trusted to coordinate in a transparent and efficient manner when it comes to combatting the threat of the virus, every resource must be available to contain the disease and keep Americans healthy. Read more, including the full letter, HERE.

Sen. Rick Scott Calls on General Secretary Xi to Extradite Perpetrators of the Equifax Breach

Senator Rick Scott released the following statement calling on General Security of the Communist Party Xi to hold four members of Communist China’s military accountable after the Justice Department charged them with the massive Equifax data breach in 2017.

Senator Rick Scott said, “China continues to steal our intellectual property and personal information. While General Secretary of the Communist Party Xi claims that his goal is to improve relations between our two countries, his actions send another message. If he’s serious about working with the United States to improve our relationship, he should immediately extradite the military officials that were charged by the Justice Department for the Equifax breach in 2017. If General Security Xi and Communist China fail to do so, it will just be another sign that their promise of improved economic and political relations was more empty rhetoric from an adversary intent on competing with the United States on a global scale.” Read more HERE.

Sen. Rick Scott Questions Pandemic Experts on Efforts to Protect Americans from Coronavirus

During a Senate Committee on Homeland Security and Governmental Affairs roundtable on global pandemics, Senator Rick Scott questioned experts regarding the threat of the 2019 Novel Coronavirus. Senator Scott continues to work with the administration to protect the health of American families. Watch video from the roundtable HERE or below.

Sen. Rick Scott Introduces the Medical License Verification Act

Senators Rick Scott, John Cornyn, Chris Van Hollen and Catherine Cortez Masto introduced the Medical License Verification Act to prevent fraud in the healthcare system by requiring the Centers for Medicare & Medicaid Services (CMS) to verify that an applicant’s medical license is valid and in good standing prior to issuing them a National Provider Identifier (NPI) number, which is required by healthcare providers to bill for insurance.

Under current law, CMS issues NPI numbers without verification of the licensure information submitted, which allows non-physicians to obtain NPI numbers and opens up the possibility that they may fraudulently bill commercial health insurance.

Senator Rick Scott said, “Under our current system, loopholes exist that have allowed non-doctors to fraudulently bill health insurance companies to the tune of millions of dollars, which ultimately gets passed along to the consumer. This is unfair and it has to stop. The Medical License Verification Act is a small and commonsense step to address this weakness and prevent bad actors from defrauding families.” Read more HERE.

Sen. Rick Scott Joins Sen. Ted Cruz and Colleagues to Introduce the Taiwan SOS Act

Senator Rick Scott joined Senator Ted Cruz and colleagues in introducing the Taiwan Symbols of Sovereignty (Taiwan SOS) Act, which would allow diplomats and service members in the Taiwanese military to display their flag and wear their uniforms while in the United States on official businesses.

Senator Rick Scott said, “As Communist China continues to try to crack down on Taiwan’s freedoms, it’s more important than ever that the United States stand strong with our ally. Senator Rick Scott introduced legislation to close a loophole that has allowed U.S. technology companies to sell products to Huawei, which the U.S. Government has determined to be a national security threat and continues to be a bad actor across the globe. U.S. exports to Huawei have been banned, but some U.S. companies are finding ways around the blacklisting, including supplying Huawei through subsidiaries or partners in foreign countries.

Senator Rick Scott said, “We know Huawei is supported and controlled by the communist regime in Beijing, which continues to violate human rights and steal our data, technology, and intellectual property. Companies in the United States should not be allowed to sell to Huawei, and my legislation will further restrict their ability. I look forward to all of my colleagues and the Administration joining in support of my proposal to crack down on U.S. exports to Huawei, protect our national security and the security and growth of the U.S. technology industry.” Read more HERE.

Why I Support President Trump (and am voting for him again!)

Jan Face Glassman
Collier County State Committtewoman

We all have our short ‘who we are’ introduction ready when asked ‘what do you do’ or ‘where are you from’? We may focus on our career, education, hobbies, or favorite sports team.

Each of us have been asked why we support President Trump. The rudest may ask with negative emphasis ‘How can you support him?’ The simplest answer is ‘How can you not support President Trump after all that he has accomplished?!’ However, most people are not rude, are interested, and will listen to you, especially if they know you and if you respond politely and professionally.

Each of us has our own personal reasons for supporting President Trump. We all know and are proud of his long list of accomplishments. They are truly amazing and cross a broad spectrum of issues and solutions to solve those issues. For each of us, the ‘Top 10’ will vary based on our personal priorities. The landscape changes daily along with the immediate issues. With them, our personal attention and priorities change. One month national security may be our #1 personal priority. Another month, it may be infrastructure, and so on.

It is not as important to rank the President’s accomplishments as it is to understand what they are and why they are important. They all have Made American Greater! It is important to know which accomplishments mean the most to you and to be ready to speak passionately about them when someone asks ‘why do you support President Trump’. Be positive and talk about why you feel the accomplishment is so important and have your #2 priority ready. Your passion is contagious. Being concise will give the other person a talking point to carry with them and share.

My top priority has always been national security. I moved into NYC on September 12, 2001 and have been active with the Center for Security policy for many years because of what I saw first hand. President Trump has kept America safe and has implemented strategies to keep us safe in the future. We are a military family. Our son-in-law serves in the Army as a Lt. Col. Our military was neglected under the Obama administration. From day one, President Trump started to improve our military and has consistently shown his support for the military command and for our troops. He is giving them what they need to protect America!

My second priority is growing women’s involvement in running our country. I serve on a Federal PAC, Maggie’s List, that endorses and supports conservative women running for the U.S. House and Senate. When I was invited to a small breakfast with Ivanka days before the 2016 election, it was obvious that the her father fully supported her ideas and that, as President, has continued that support of her work on behalf of women including programs for young working mothers. The President’s choice of Kellyanne Conway as his campaign manager and then as his Counselor demonstrates his belief in having the best person fill a role, as did his choice of fmr. Gov. Nikki Haley for U.N. Ambassador. We all see his continued reliance on ‘Florida’s own’ Pam Bondi for her expertise, most recently in her role on his defense team. His administration is filled with women all chosen for their skills, every choice well made.

These are only two of hundreds of major accomplishments from this great President. They are MY two top reasons for supporting our President. I know YOU have two great ones as well and look forward to hearing yours when we meet.

Congressman Rooney Votes Against Unnecessary and Irresponsible Spending – “Congress Must Start Paying Attention to Our Unconscionable National Debt”

Washington, DC – Today, Congressman Francis Rooney voted for fiscal responsibility and against an unnecessary and irresponsible appropriations bill, H.R. 5687, that would have provided over $20 billion in additional aid for disaster relief in Puerto Rico.

Congressman Rooney stated, “Once again, Congress has shown its inability to control spending, even though our nation is now over $23 trillion in debt. Over the last three years, over $40 billion has already been allocated to disaster relief in Puerto Rico – less than half of that has been spent, to date. Additionally, the FEMA Disaster Relief Fund has more than $40 billion available now that the President has declared a disaster in Puerto Rico.

“In Congress I have consistently criticized the excessive, irresponsible appropriations promoted by both parties, which has taken our national debt to a stratospheric level. Since elected, I have consistently voted against legislation like this and I intend to continue my opposition to out of control Washington spending.”

Diaz-Balart on U.S. Banning the Entry of Meliá Hotels’ CEO

 WASHINGTON, D.C. –– Congressman Mario Diaz-Balart (FL-25) issued the following statement after the United States banned Meliá Hotels CEO, Gabriel Escarrer, from entering the country in accordance with the Trump administration’s full implementation of Title IV of the Helms-Burton Act.

“This is a prime example of the Trump Administration’s ongoing commitment to protecting Americans whose properties have been confiscated and upholding the rule of law. Unscrupulous businesses who continue to partner with the anti-American, illegitimate, and oppressive regime in Cuba have no right to enjoy the freedoms and opportunities the United States has to offer. This is only the beginning of the Title IV enforcement, and I commend President Trump for this admirable action.”
